Woolly Fringe Moss like to have its rhizoids in substrate, humid, that's how it can withstand direct sunlight, like Golden Head moss or Haircap mosses, which gives it the amazing look even in full sun. 

Grows up to 15cm but you can easily trim it, either from the top or from the bottom.
